Brenda Locke Owes Surrey Taxpayers $5000 for Campaign Video Paid for With Tax Dollars

First it was Brenda’s Billboards, now a campaign-style video paid for by Surrey taxpayers is on her campaign Facebook page: Councillor Linda Annis

Surrey, B.C. (May 2, 2026): Surrey First councillor and candidate for mayor Linda Annis says Brenda Locke should be billed for the $5000 72nd Avenue extension promotional video produced by the city, which has ended up on Locke’s campaign Facebook page.

The one-minute video was originally seen on the mayor’s Facebook page, which is a city site, but has now appeared on Locke’s campaign Facebook page. Annis said video producers have told her the cost of the video, including staff time, could be as much as $5000.

“It definitely has the look, feel, and script of a campaign video, but it was paid for by Surrey taxpayers,” said Annis. “I don’t have an issue with campaign advertising, but it should not be billed to our taxpayers. This is the same mayor who cut $47 million from the Surrey police budget, but managed to find $250,000 in tax dollars for her billboards, and now $5000 for a political video. Brenda Locke and her campaign should be sent the bill, and they should stop using city dollars and city staff to fund or support her campaign. She’s turning this into a pretty expensive habit, and it needs to stop.”
